This is a Sole Source Synopsis announcement. A written solicitation will not be issued. Naval Sea Systems Command (NAVSEA) intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract to Kvichak Marine Industries located in Seattle, WA for the Rapid Response Skimmers (RRS). Naval Facilities Oil Spill Response Program (NAVFAC OSRP) requires an integrated advancing oil skimmer system (boat with integrated skimming module) for Navy harbor oil spill recovery operations. Kvichak is the only source capable of providing an integrated oil skimming system meeting OSRP's requirements, including the following key requirements when tested using American Society for Testing and Materials (ASTM) Standard F 631-93, "Standard Guide for Collecting Skimmer Performance Data in Controlled Environments," with DFM and JP-5: Throughput Efficiency of 65%; Recovery Efficiency of 60%; and Recovery Rate of 6.5 gpm. The Kvichak RRS is an unique proprietary design employing integrated skimming technology (Marco Filterbelt system) to meet the specific requirements of the Navy. The total length of the contract will be five (5) years with an estimated order of 42 boats. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 336612, Boat Building. Small Business Size Standard for this acquisition is 500 Employees. The intent of this notice is not to solicit competitive offers. However, interested parties may submit a capability statement of a similar oil skimming system that can meet the key requirements identified above to the Contracting Officer for consideration. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.
