10 CONS/LGCA at the United States Air Force Academy, CO is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Rangeland Noxious Weed Control Services. The requirement is anticipated to be for a 1-year base period with 4 option years. The result of this market research will contribute to determining the method of procurement. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. There is no solicitation at this time. There will not be reimbursement for any costs associated with providing information in response to this synopsis or any follow-up information requests. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

 

DESCRIPTION OF REQUIREMENT:

The North American Industry Classification System (NAICS) code is 561730, Landscaping Services, and the small business size standard is $7 million. 

The contractor shall annually spray DoD approved herbicides on approximately 450 acres of unimproved rangeland at the U.S. Air Force Academy (USAFA) and Farish Recreation Area (Farish) to control spotted, diffuse, and Russian knapweed; leafy and myrtle spurge; musk, Canada, bull and scotch thistle; hoary cress (white top); St. Johnswort; Fuller's teasel; field bindweed; yellow and dalmation toadflax; houndstongue; and other noxious weeds identified by USAFA personnel.  The contractor shall also annually control up to 50 Russian olive trees using a cut-stump and herbicide application approach.  The application methods used for weed control shall include boom and spot spraying using tractor-mounted, truck-mounted, all-terrain vehicle, or backpack equipment.  Spraying shall be timed to occur during the most susceptible growth stage for each target weed species. The contractor shall provide USAFA Natural Resources with bi-weekly mapping of the areas sprayed and a description of the weed species targeted.  Geo-referenced mapping (i.e. track logging, point data) shall be collected with a hand-held GPS that creates data files importable to ArcGIS 9 (ArcMap Version 9.3.1). All herbicides, marker dye, surfactant, labor, equipment and supplies needed to perform the SOW shall be furnished by the contractor. The contractor shall have a Colorado commercial applicator's license for rangeland weed control and must annually provide copies of all professional certifications and licenses to the Contracting Officer.

Be advised this notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal.  The Government will not pay for any information or administrative costs incurred in response to this sources sought.  All costs associated with this sources sought will be solely at the expense of the respondents.  Additionally, all submissions become Government property and will not be returned.  No basis for claim against the Government shall arise as a result from a response to this sources sought.
