This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written (formal) solicitation will not be issued. This solicitation is issued as solicitation number FA7000-16-T-0058 in accordance with FAR Parts 12 and 13.  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-86, effective 31 December 2015.  The North American Industry Classification System (NAICS) code is 561730, and the small business size standard is $7.5 million.  The acquisition is a 100% Small Business Set-Aside.  This electronic announcement constitutes the only solicitation being issued. This acquisition is unclassified. All responsible sources may submit a quote, which if received timely, will be considered by the 10^th Contracting Squadron, USAF Academy (USAFA).

The Government bares no legal liability for bid cost associated with this request for quote.  Vendors should not submit a quote unless they are willing to absorb all cost associated with submitting a quote.  Quotes submitted with used, reconditioned, refurbished, gray market, or liquidated stock will not be considered for award.

This solicitation is being issued in accordance (IAW) FAR Parts 12 and 13 as a Request for Quote.  IAW FAR 13.004, in all instances throughout this solicitation any use of the word "proposal" should be understood as "quote".  All instances of the word "offeror" should be understood as "quoter".  All instances of the word "award" should be understood as "order".  Quotes supplied in response to this solicitation are not binding.  The requirement will be awarded to the Quoter IAW 52.212-2, found herein.

The USAFA, 10 CES/CEAN, has a requirement for Rangeland Noxious Weed Spraying services to be performed at the USAF Academy IAW the Performance Work Statement (PWS, Attachment 1), from 1 April 2016 through 31 March 2017 with three (3) one-year option periods. Aerial maps showing the general area of noxious weed spraying areas is provided for reference (Attachment 3). These maps are for reference only and are not fully inclusive.

There are four (4) Contract Line Item Numbers (CLINs): CLINS 0001, 1001, 2001, and 3001. Pricing in quotes must be provided on a lump sum basis in accordance with the attached Price Schedule (Attachment 4).

The Service Contract Act Wage Determination Number WD 2015-5417, Revision 2 dated 12/29/2015 applies to this acquisition (Attachment 2).
