Notice of Intent to Award a Sole Source Procurement George, Melvin R The U.S. Fish & Wildlife Service (USFWS) in Portland Oregon intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) subpart 6.302-1, other than full and open competition procedures and FAR Part 13, Simplified Acquisition Procedure, for the acquisition of Rangeland Management Specialist for Hopper Mountain National Wildlife Refuge Complex, Ventura, CA.. Work will entail literature reviews, GIS projects, livestock management strategies, and development of monitoring programs.. Local land owner working groups have agreed to work closely with Melvin George. Mr. George credentials include working with owner/managers of more than 1000 ranches on water quality plans for more than 2 million acres of rangeland. He is uniquely qualified and has worked with similar projects for US Department of Defense, Department of Corrections, Agency for International Development and the World Bank. His research includes more than 80 referenced publications or journal articles on rangeland seeding, intensive grazing management, relationships between range and irrigated pasture productivity, grazing impacts on stream channels, range management livestock source pollution, ecological site descriptions and transition models for California oak-woodlands. No solicitation or request for quote is available for this procurement. Any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 09/10/2009, by close of business to be considered.
