Consultant will develop a Sustainability Action Plan (SAP) which will include completing a Climate Action Plan (CAP) (collectively referred to as âPlansâ). The Sustainability Action Plan will include initiatives, goals and action items that will move the City of Rancho Cucamonga toward becoming a more sustainable city. The Sustainability Action Plan will be organized in and address the following key areas: ⢠Transportation ⢠Land Use and Open Space ⢠Green Building ⢠Energy ⢠Economic Development ⢠Public Health ⢠Waste Reduction ⢠Water and Wastewater Systems The completion of a CAP, to be incorporated as part of the Sustainability Action Plan, will facilitate the reduction of greenhouse gas (GHG) emissions throughout the City. Background The City of Rancho Cucamonga has made a significant commitment to improving health and environmental sustainability. In 2008, the City Council made a decision to create a healthier and more environmentally sustainable Rancho Cucamonga and established the Healthy RC initiative with a vision to inspire a lifestyle that embraces a healthy mind, body and earth through lifelong learning and enrichment, active and healthy living, and environmental sustainability. Healthy RC strives toward a greener, cleaner Rancho Cucamonga by adopting policies and implementing programs and strategies that advance environmental sustainability in the community and in City operations. With the creation of the Healthy RC initiative in 2008, the City Council also identified healthy communities and green sustainability concepts that were woven into the 2010 General Plan update. In May 2010, the City Council adopted the Rancho Cucamonga General Plan, which emphasizes a healthy and sustainable community through land use policies and community design. The City of Rancho Cucamonga is part of a regional partnership led by the San Bernardino Associated Governments (SANBAG), serving as the Countyâs Transportation Commission and Council of Governments, and includes 20 other San Bernardino County cities that collectively prepared a GHG emissions inventory for 2008 and a GHG emissions forecast for 2020. This SANBAG-led regional effort also provided each city, including Rancho Cucamonga, with a GHG Reduction Plan and corresponding Environmental Impact Report (EIR). The GHG Reduction Plan provides the City with identified strategies to meet or exceed its reduction goal of 15% below its 2008 GHG emissions level by 2020 and develop a path towards meeting long-term reduction goals. The development of a Healthy RC Sustainability Action Plan and the completion of the CAP are the final steps the City needs to complete a multi-year effort.
