NASA/NSSC intends to issue a sole source contract to Met One Instruments 1600 NW Washington Blvd. Grant Pass, Oregon 97526-1052 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that is Met One gauge is fully compatible with the current set of gauges that are part of the Wallops Flight Facility (WFF) network. The requirement for this procurement is that the rain gauges must be fully compatible with an existing set of rain gauges. Only the Met One gauges will be 100% compatible with the set of gauges previously procured and currently in operation at WFF.
The NASA Global Precipitation Measurement (GPM) mission utilizes hundreds of tipping bucket rain gauges for validating space-borne rain rate estimates. The gauges to be purchased provide the exact specifications necessary to deploy these instruments on platforms that have already been purchased. These gauges are of the highest quality and fully support the mission requirements.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Wallops Flight Facility (WFF)
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 334516. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on September 27, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
