This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within United States Transportation Command (USTRANSCOM) to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.

Description/Scope

The United States Transportation Command (USTRANSCOM) is seeking sources that possess the availability and capability to provide rail tamper machines for the Military Ocean Terminal-Sunny Point (MOTSU) and the Military Ocean Terminal-Concord (MOTCO). The machines must be capable of packing (or tamping) the track ballast under railway tracks to make the tracks more durable. See attached for specifications required.

Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format outlined below. The response should be detailed (but no more than 4 pages) and address the information requested below (title pages, cover letter, etc., will not count against the page limit). Respondents are highly encouraged to submit a tailored response rather than a generic capability statement. Include designated point of contact's name, phone number, and e-mail address.    A. Could your company submit a proposal for two rail tamper machines which would meet all salient characteristics in the attachment "Tamping_machine_Salient characteristics".

   B. Are the tamper machines described in the attached document considered "commercial" as defined at Federal Acquisition Regulation (FAR) 2.101 (services of a type offered and sold competitively in substantial quantities in the commercial           marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions)? Please provide your rationale.

   C. How are your commercial contracts for these items normally priced (e.g. per unit, per package, firm fixed price, etc.)? Please be specific.

   D. What are your normal warranty terms for defects or workmanship for these types of machines?

   E. Would you be interested in submitting a quote for these machines?

   F. Does your company provide discounts for multiple unit purchases?

   G. What option equipment is available for these types of machines?

   H. Provide the following project or contract information for requirements deemed similar to this effort (if applicable):
