This is a COMBINED SYNOPSIS/SOLICITATION for Rag Cleaning Services for the District of Columbia (DC) Air National Guard. This announcement is prepared in accordance with the format in FAR Subpart 12.6, and Part 13 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) W50S6W-21-Q-6001.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. It is the responsibility of the offeror to review the website for notice of amendments, updates, or changes to the solicitation.
The Government intends to award one firm-fixed price 5-year contract (12 months base period and four one-year option periods) for rag cleaning services as defined within the Performance Work Statement (PWS) as a result of this solicitation. The associated North American Industrial Classification Systems (NAICS) code for this requirement is 812332, “Industrial Launderers,” with a size standard of $41.5M.
This is a 100% small business set-aside.
The period of performance for this requirement is 12 months base period with four (4) additional option years.
All potential offerors are reminded that compliance with FAR 52.204-7, System for Award Management (SAM), is mandatory. Lack of registration in SAM will make an offeror ineligible for award. Registration for SAM can be completed at https://www.sam.gov.
The Government reserves the right and may award based solely on information contained in the quote and is not obligated to seek completion or clarification if the original quote is unclear. All quotes submitted shall be the Contractor’s Best Quote as the Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
All questions concerning this procurement, either technical or contractual must be submitted in writing, via email, to the Contracting Office. Telephone and other means of oral communication will not be permitted. The deadline for submittal of questions regarding this solicitation is 4:00pm Eastern Standard Time (EST) on 25 May 2021.
