If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; and 3) provide services under a performance based service acquisition contract.

APPENDIX 1: Container Specifications and Container Requirements
US Army Aberdeen Proving Ground Solid Waste (SW) Program requires solid waste services to produce 40 each B12 Radioactive Waste Containers to meet the requirements set forth in the Nevada National Security Site Waste Acceptance Criteria (NNSSWAC) Rev 10a.
The SW Program requires Containers must be CERTIFIED to meet the requirements set forth in the Nevada National Security Site Waste Acceptance Criteria (NNSSWAC) Rev 10a. Certification form to be sent at time of delivery of containers. Vendor's Quality Assurance Program (QAP) must have been audited and approved within the last year by a waste certification official that it meets the NNSSWAC.

Containers Requirements.
Containers must be designed and manufactured in compliance with the Code of Federal Regulations Title 49- Transportation, CFR parts; 171.8, 173.24, 173.410, 173.411, and 178.3.
Containers shall be welded by personnel certified in accordance with ASME Section IX. Inspected by certified personnel utilizing a quality control system based upon 10 CFR Part 50 Appendix B, NQA-1 and MIL-I-45208A.
Containers shall be inspected and certified to meet all of the above requirements at the time of design, construction and inspection in accordance with applicable quality control procedures and instructions.
