Description Radio Frequency Threat Simulators Response Date:Â 11 August 2008 NAICS Code: 334511 The Air Armament Center (AAC), Air Force Material Command (AFMC), AAC/PKES, Eglin AFB, FL is contemplating a sole source firm fixed price contract to Amherst Systems, Inc., a Subsidiary of Northrop Grumman, Buffalo, NY. The requirement is to provide the following supplies in direct support of the maintenance, operation, and technical capabilities of the B-2, B-1, and Fighter MD test facilities: 1) Qty, one (1), Each, B-2 CEESIM threat simulator, 2) Qty, one (1), Each, B-1 CEESIM threat simulator, 3) Qty, one (1), Each, Fighter AMES threat simulator The anticipated delivery date is two (2) years. The proposed North American Industry Classification System (NAICS) code for this acquisition is 334511, with a small business standard size of 750 employees. The current CEESIMs and AMES are legacy systems. These systems are involved in supporting the Global War On Terror (GWOT) and the Electronic Intelligence (ELINT) community. Every MD set developed for the GWOT regions must have specific dedicated testing performed to make sure it is optimized for the actual threats that are deployed in that area. Amherst Systems, Inc. possesses the unique skills, expertise and experience with the CEESIMs and AMES to perform the required engineering services. They have an extensive knowledge of the B-2 system under test (SUT) operational requirements and how the threat simulator must be designed to interface with and properly stimulate the system for a complete analysis of operational capabilities. An Ombudsman has been appointed to address the concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
