Minnesota Statutes section 240.16 requires all horse races run at a licensed racetrack to be presided over by a board of three stewards or judges, who must be appointed or approved by the Minnesota Racing Commission (MRC). The MRC has authorized Canterbury Park to conduct 65 days of live racing in 2022, beginning on May 18, 2022, and continuing through September 17, 2022. It is anticipated similar racing schedules will be authorized in future years. Racing stewards must be available from at least one week before live racing begins until one week after the meet ends, unless otherwise agreed by the MRC. Any income which may accrue to the contractor, other than salary as a steward under this contract, must be independent of and unrelated to patronage of or employment by any license of the MRC to avoid the appearance of any conflict of interest or suggestion of preferential treatment of a licensee. The Steward position will require the individual to work a minimum of five days/evenings per week to coordinate with the live racing and entry schedules. Contractors must be able and willing to work weekends, evenings and holidays during the racing season unless otherwise specifically agreed by the MRC. The approximate term of contract would be from July 6, 2022, through July 5, 2022, with the option to extend an additional four years in increments determined by the State. The MRC may hire up to three contractors as the result of this Quick Call for Proposals. • Exercising immediate supervision, control, and regulation of licensed race meeting according to MRC statutes and rules. • Observing racetrack operations during training, qualifying, and racing hours. • Issuing warnings, fines and/or suspensions for violations of law or rule determined via due process. • Considering and reviewing all allegations of misconduct or rule infractions and, when warranted, initiating investigations, and conducting necessary hearings, or taking other action to ensure the integrity of racing. • Determining all questions, disputes, protests, complaints, or objections concerning racing matters which arise during the race meeting and enforcing such determinations. • Ensuring that all live racing is conducted fairly and according to law and MRC rules. • Documenting all rulings electronically, presenting them to the Minnesota Racing Commission and staff, and uploading them to the Association of Racing Commissions International rulings databases. • Working effectively with the MRC investigative, licensing, and veterinary staff. • Reviewing license applications and interviewing new trainers, assistant trainers, jockeys, and agents and making approval/denial recommendations regarding licensure. • Attending Minnesota Racing Commission meetings. • Creating daily and monthly stewards’ report to be presented to Executive and Deputy Director. • Providing input on changes and implementation of new rules. • The position requires 20/20 vision (corrected) and the ability to distinguish colors. The individuals selected will be required to provide documentation of a satisfactory optical exam completed within 90 days prior to beginning work. • Other duties as assigned by the Executive Director or Deputy Director.
