The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with Graham Advisory Network, Inc., 2012 Riviera Ct, Raleigh, NC 27604, for the procurement of the following titles on the OVID Platform: Atlas of Amputations and Limb Deficiencies: Surgical, Prosthetic, and Rehabilitation Principles, 5th Edition, 2023. Published by American Academy of Orthopaedic Surgeons McGlamry s Foot & Ankle Surgery, 5th Edition, 2021. Published by Lippincott Williams & Wilkins. Kaplan & Sadock s Comprehensive Textbook of Psychiatry This procurement is being made under the authority of 15 U.S.C. § 657f, Procurement program for small business concerns owned and controlled by service-disabled veterans, as implemented by FAR 6.302-5, authorized or required by statute. DESCRIPTION OF REQUIREMENT: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Library Network Office (LNO) has a requirement for the comprehensive, curated eBooks select titles listed above. This requirement will add to the hundreds of eBooks titles already purchased from vendors for access on OVID since 2015 and available to approximately 400,000 VA staff and students. LNO requires a commercial off the shelf web-based eBook purchase that will be made available throughout the VHA healthcare system on the OVID platform. VHA s goals are to ensure uniform availability to a purchase-based collection of high quality, clinical online resources and to improve clinical decision making at the point of care with the acquisition of the eBooks listed above. Access to these titles on OVID will allow VHA staff and students to access scientific literature as well as search, analyze, evaluate, and integrate research results into VA workflow. This notice of intent is not a request for competitive proposals.
