Notice of Intent to Sole Source for HIG SST Pandemic eBook Collection
Introduction:
The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a
sole source contract to EBSCO Inc for HIG SST Pandemic eBook Collection.
Justification:
The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing commercial off the shelf web-based purchase of a Pandemic-related eBook Collection, which will be made available throughout the VHA healthcare system. This procurement is for a VA enterprise-wide license for electronic access to the EBSCO Publishing eBook titles shown in Scope of Work below.
VHA s goal is to ensure uniform availability of high quality, medical and health sciences electronic resources across the VHA healthcare system to improve clinical decision making.

The contractor shall provide all sites on the VHA network with access to a single online, web-based product. Authentication shall be through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password.
The contractor shall provide an unlimited number of simultaneous users with immediate access from any web-enabled computer within VHA. It is required that all authorized remote users with VPN access also have access to the product. A username and/or password option shall be offered for remote users if needed. OpenAthens access is requested.
The contractor shall assure the requirements listed in paragraph 4, Access, Content, Support, are addressed.
3.0 Period of Performance: One-time purchase of perpetual access rights, with no maintenance fee, commencing on the effective date of award.
4.0 Access, Content, Support:
The contractor shall assure:
Product is 508 compliant (http://www.section508.gov/). If product is not 508 compliant, the contractor shall describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. Or, if product is not 508 compliant, the contractor shall describe why no work is being done to make it 508 compliant.
The product is compatible with most standard web browsers, which have cookies enabled. To ensure privacy, the product uses session cookies rather than persistent cookies.
The product is compatible with the Windows environment.
All site content and support of the web site is the responsibility of the contractor. This includes technical support to VHA users nationwide.
Questions are responded to within two (2) business days.
Information is easily printed.
Information or text can be emailed among VHA colleagues.
Full-text articles are available in .pdf format.
System downtime is minimal and VA project manager is when this occurs.
Usage statistics are available to the system administrator on an enterprise level.
The product is accessible via a variety of personal digital assistant (PDA) platforms.
Submittal Information:
As stated above, this is an Intent to Sole Source. However, any responsible source who believes it is
capable of meeting the requirement may submit a capability statement, proposal, or quotation, which
shall be considered by the agency, only if received by the closing date and time of this notice. A
determination not to compete the proposed requirement based upon the responses to this notice is
solely within the discretion of the government. Responses to this notice are due on or before August 26, 2020 at 11:00 AM EST to Erich Hoffman via email at

All responses must include the following information: Company name, Cage code, CCR number, Dun &
