1. INTRODUCTION:  This Sources Sought announcement is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this Sources Sought announcement.  NCO 1 Contracting is seeking interested sources for a future solicitation and procurement. Currently, no solicitation exists.  2. BACKGROUND: VISN 1 Healthcare System (New England) has a requirement to provide Medical Transcription Services for all VISN 1 Medical Centers as required throughout New England including Boston Healthcare System, Connecticut Healthcare System, Manchester VA Medical Center, Providence VA Medical Center, Togus VA Medical Center, White River Junction VA Medical Center and the associated clinics and outpatient facilities in strict accordance with this contract. Although services are not required at this time, Bedford Medical Center and Central Western Massachusetts Healthcare Systems will also be included. Medical Transcription services shall be required for the following disciplines; outpatient clinics, emergency room, radiology, behavioral health, acute care and long-term care. Material to be transcribed includes highly technical terminology with specialized vocabularies. The specialized vocabularies will encompass a variety of subjects in the field of medicine, neurology and surgery including: general surgery, anesthesiology, vascular surgery, thoracic surgery, cardiac surgery, urology, otorhinolaryngology, plastic surgery, oral surgery, orthopedics, ophthalmology, gynecology, radiology, nuclear medicine, internal medicine, cardiology, allergy, pulmonary medicine, gastroenterology, endocrinology, rheumatology, nephrology, oncology, hematology, podiatry, geriatrics, psychiatry, pathology, neurosurgery, dermatology, spinal cord injury, blind rehabilitation and ambulatory care. Documents are dictated by many different physicians/clinicians requiring adaptation to variations in accent, speech, tone, voice, volume, delivery, pronunciation and enunciation. Contractor shall correct spelling, including unfamiliar words, utilizing automated spell and grammar check, referring to medical dictionaries and reference sources when needed for distinguishing between similar sounding medical terms, for arranging material in standard format, correct grammar as necessary and inserting proper pronunciation. A STAT dictation is a high priority report that shall to be transcribed within turnaround time specifications. These reports are based on a clinical urgency as defined by the VA (i.e. the patient is being admitted to the hospital or being transferred to another health care facility). 3. OBJECTIVES:  VISN 1 Healthcare System is looking for Small Business Concerns that can provide medical transcription services; however, Non-Profit and Large Business Concerns are also welcomed to respond to this notice.  The current primary NAICS code of this requirement is 561410 (Document Preparation Services), which has a size standard of $16.5 Million.   4. SUBMITTAL INFORMATION:  Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response as detailed below.  Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements above.    Interested parties shall furnish the following minimum information:  1. Company name and address ensure your company is registered in the System for Award Management (SAM) at https://beta.sam.gov/ .   2. Company point of contact name, telephone number, and email address.  3. Evidence that you are a Small Business (if applicable):   Small Business ensure you are listed as Small Business in BetaSAM, reps and certifications.  Provide the NAICS codes you are listed as a Small Business under.  CVE certified SDVOSB or VOSB (or in the process of certification) ensure you are certified in the CVE veteran database at www.vetbiz.va.gov/. Provide evidence of certification.  4. If your company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and SINs.  5. Capabilities/Qualifications:  A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement.   Description of the capabilities/qualifications/skills/required licenses your company possesses to perform services in the geographic areas described above.   Evidence of existing capability to perform the required transportation services.       6. Experience:   Brief summary of the company history relative to similar requirements.   Provide the information on projects of similar size and scope for which the responder was a prime or subcontractor.   Provide contract number the work was performed under, period of performance and professional reference with contact information.  It is requested that the above information be provided no later than February 22, 2021 at 4:00PM EST.
