SOURCES SOUGHT SYNOPSIS DESCRIPTION This is a SOURCES SOUGHT SYNOPSIS and is for informational / market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socio-economic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned, Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB). NAICS Code: 541910 Market Research & Public Opinion Polling Small Business Size Standard: $16.5M PSC/FSC: R422 Support Professional Market Research & Public Opinion GENERAL INFORMATION: The Department of Veterans Affairs intends to procure services for a customer satisfaction survey over a three-year period for approximately 18,000 Veterans that utilize non-traditional medical services across 18 different VA medical facilities. The services requested include the following: A. Program baseline and follow-up surveys for web and telephone options. Web will be mobile device friendly programming. B. Training of staff and soft launch C. Print, prepare and mail pre-notifications to all sampled individuals as described D. Print, prepare and mail follow-up mailing to all sampled individuals at baseline survey as described E. Print, prepare and mailings for 1-month, 3-month and 6-month follow-ups based on preferred method of contact F. Incoming & Outgoing telephone completes G. Data Entry H. Sample Processing Services (Receive sample 2x week for 3 years) I. Send secure e-mails and text to Veteran population over 3-year period J. Provide the VA with preliminary, and then final data files and disposition files. K. Provide regular disposition/ response reports and marginals upon request (and associated project management services). INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS: Any vendor interested and capable of meeting this requirement should provide a written statement to the Contracting Officer.
