Idaho Panhandle National Forests, Coeur dAlene Nursery, Kootenai County, Idaho. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation AG-0281-S-11-0004 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46, effective October 29, 2010. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. This is a total small business set-aside and the small business size standard is 500 employees. The North American Industry Classification Code is 325314. Submit your quote by filling in the Unit Price and Total Item Price for each item listed and submit a sample were required. A quotation is requested for all four (4) line items as follows:

SPECIFICATIONS

ITEM 01
Growing Media, palletized in 80 cubic foot large tote bags, inclusive of delivery to the Coeur d'AleneNursery in accordance with attached specifications,terms and conditions.
SHIPPING INSTRUCTIONS Contractor is required to provide notification of delivery 24 hours prior to arrival of delivery.Shipper shall call 208-765-7375 to notify Kent Eggleston of pending delivery.
Media shall be composed of the following nominal percent by volume:
75% choice cut "Canadian" sphagnum peat moss
vacuum mined light (blonde) peat color
Percentage of fines in peat to be less than 8% from the #100 mesh sieve with a coarse:fine ratio of 1:2 using the #10 sieve.
25% Douglas fir (aged) fine screened bark. Run across 3/8" screen before mixing.
0.75# per cubic yard Nitroform (adjust as needed)

The above-mixed media shall have the following:

*Bulk density of media shall be 0.09 gm/ml.
*pH range after wetting: 4.0 to 5.4
*Dry density: 8 to 10 pounds per cubic foot
*Salinity (salt) shall be not more than 1.5 mmhos/cm.
*Media shall contain wetting agent (3 ounces per cubic yard).
*Media shall have a moisture content of 30 to 40 percent by dry weight.
*Aeration porosity shall be 25 to 35%.

A 2 cu.ft. bag sample representing the finished provided material plus a list of ingedients must accompany price quote to be a valid offer. All products shall be supplied in opaque bags. Clear bags are unacceptable.

ITEM 02
Horticultural Course grade Perlite packaged in 4 cuft. bags, inclusive of delivery. Ship 25-30 bags shrink-wrapped per pallet. All products shall be supplied in opaque bags. Clear bags are unacceptable.

ITEM 03
"GALLON" Growing Media, palletized in 67.5 cubic foot large tote bags, inclusive of delivery to the Coeur d'Alene Nursery in accordance with attached specifications,terms and conditions.

2 Lbs. per cubic yard AG65 Dolomite Lime
1 Lb. per cubic yard Gypsum
1 Lb. per cubic yard Nitroform (38-0-0) (adjust as needed)

ITEM 04:
"COARSE GALLON" Growing Media, palletized in 67.5 cubic foot large tote bags, inclusive of delivery to the Coeur d'Alene Nursery in accordance with attached specifications,terms and conditions.

Media shall be composed of the following nominal percent by volume:
40% Coarse Douglas-fir Bark (interior source, screened 3/8" to 1")
20% Fine Aged Douglas-fir Bark (interior source, screened 3/8" minus)
30% Screened Pumice (screened once)
10% Canadian Sphagnum Peat Moss (vacuum mined, light blonde peat color)
6 Lbs. per cubic yard AG10 Dolomite Lime (coarse grit)
1 Lb. per cubic yard Gypsum

All products shall be supplied in opaque bags. Clear bags are unacceptable.

PACKAGING AND DELIVERY REQUIREMENTS
Bags shall be palletized and shrink-wrapped or non-slip treated to aid in forklift transport. Large tote bags will be able to be unloaded and lifted to be emptied via forklift, without the assistance of additional devices or fasteners. Offer will specify how material will be packaged for delivery. See Specifications for item specific shipping instructions. All deliveries shall be made on regular workdays (Monday through Friday) during regular business hours (7:30 a.m. to 4:00 p.m.), excluding official Federal Government holidays. Contractor shall notify the Coeur d'Alene Nursery (208) 765-7375 a minimum of 24 hours prior to delivery.

Required delivery to be made, by the successful offeror, to the Coeur dAlene Nursery located at 3600 Nursery Road, Coeur dAlene, ID 83815, according to the following schedule: Shipments to be delivered in an economical and equitable arrangement of loads in order to minimize shipping costs. The first shipment shall be delivered between January 24-28, 2011. Remaining shipment(s) shall be delivered not later than the week of Feburary 28-March 4, 2011.

INSTRUCTIONS
Quotation from offeror shall include description of fine screened bark source used. A responsive quote will include a 2 cubic-foot sample with a certified list of ingredients for Item 1 (delivered to Coeur d'Alene Nursery address below), price quote in unit of measure of EACH for all four (4) Line Items, and proposed packaging size for all four (4) of the Line Items. A media analysis of the composite in Line Item 01 will be required at time of award. Inspection will be made at the delivery point and will consist of random sampling of the product for conformance with specifications and quantity count. Products delivered under any resulting contract must conform to (1) the approved 2 cubic-foot sample for the characteristics listed for Line Item 01, and (2) the specifications for all other characteristics, for all Line Items.

The provision at 52.212-1, Instructions to Offerors Commercial (JUN 2008), applies to this acquisition. The contract award will be offered to the best value offer made to the Government, considering price, technical specifications, and availability of product. Offerors will include with their offer a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items (OCT 2010) (see attached separate file to this FBO notice) or contractor shall ensure their Online Representations and Certifications are current at the following website: www.orca.bpn.gov. The clauses 52.212-4, Contract Terms and Conditions Commercial Items (JUN 2010) which has an addendum to delete clause (f), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (OCT 2010) (attached as a seperate file to this FBO notice) apply to this acquisition.
