This is a combined synopsis and solicitation for appraisals services of conservation easements under the Wetlands Reserve Program for the Natural Resources Conservation Service (NRCS) in Kentucky. NRCS seeks to establish an indefinite delivery/indefinite quantity (ID/IQ) contract with one or more appraisers. The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform the work as defined in the Performance Work Statement (PWS). The ID/IQ contract will be for a base period and four option periods to cover July 1, 2004 to September 31, 2008. This is a small business set-aside. The projected price range of the contract is $25,000 to $100,000. It is estimated that NRCS will require 25 appraisals per time period. However, there is no guaranteed minimum or maximum number of orders to be placed under this contract in any given time period. The average appraisal tract is 180 acres. The Performance Work Statement included in the solicitation package describes the scope of work and the work zones in Kentucky. All offeror’s responses will be evaluated on two levels; pre-requisite and additional criteria. The pre-requisite criteria is that the appraiser must be a General Real Property Appraiser certified by the Kentucky Real Estate Appraisers Board (KREAB). Any respondent that does not meet the prerequisite criteria will not be considered for an award. The additional criteria are: 1) Proximity of the respondent to the work zone (30 %); 2) Past Performance (45 %); 3) Price submitted on bid schedules for work (25%). The ranking of the additional criteria is specified in the PWS. Respondents are required to submit one bid schedule for each work zone they wish to be considered for a contract award. The bid schedules are included in the solicitation package. All payments will be made by electronic fund transfer to the Contractor’s banking institution.
