Sources Sought Synopsis This is a sources sought synopsis to determine the availability of potential sources capable of providing wargaming, analytical, and technical support to the Joint Chiefs of Staff (JCS), the Force Structure, Resources, and Assessment Directorate, J-8, The Pentagon, Washington, DC. The contractor shall provide analytic, strategic, technical, managerial, and administrative support to enhance the J8’s mission and total force readiness. This work performed under this contract encompasses all aspects of support services in the areas of planning, analysis, monitoring, evaluation, assessment, and documentation of programs required to satisfy JCS analytical and wargaming needs. The contractor shall support the J8 by performing warfighting studies and analysis; conducting war games; and support internal resource processes which provide the customer with guidance, advice, and recommendations to support implementation and revision of the Defense Strategy, synchronized with the Planning, Programming, Budgeting, and Execution System (PPBES). Performance of the required services requires that all contractor personnel possess a current Top Secret (TS) Clearance based on a Single Scope Background Investigation (SSBI) completed within the last 5 years with Sensitive Compartmented Information (SCI) eligibility and the contractor to possess and maintain a Top Secret (TS) facility clearance from the Defense Security Service. The required services are currently being provided by Addx Corporation under contract N00189-12-D-Z032. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A single, indefinite delivery, indefinite quantity contract with both FFP and CPFF ordering provisions is anticipated. It is anticipated that the contract will have a thirty-six (36) month ordering period. It is anticipated that the contract will be solicited in the spring of 2013. The NAICs code for this acquisition is 541330 and the size standard is $14M. Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this marketing research survey/sources sought via a submission of an executive summary, no more than three (3) pages in length.
