The U.S. Patent and Trademark Office (USPTO) intends to award a sole source contract to the National Academy of Public Administration (NAPA), Washington, DC, to procure a study of organization and business process issues at the USPTO. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). NAPA is a non-profit, non-partisan, and congressionally chartered organization with unique expertise in the area of the USPTO’s patent and business processes. No other source has the combination of personnel, experience, and lack of conflict of interest that is necessary to complete this study. The USPTO is procuring a study from NAPA to examine: the progress the USPTO has made in achieving its Strategic Plan milestones; the challenges the USPTO faces in meeting these milestones; and the extent to which the organization structure and patent review process are appropriate to fulfill the strategic plan goals.
