The U.S. Patent and Trademark Office (USPTO) intends to award a sole source contract to the National Academy of Public Administration (NAPA), Washington, DC, to procure a study of organization and business process issues at the USPTO. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). NAPA is a non-profit, non-partisan, and congressionally chartered organization with unique expertise in the area of the USPTOââ¬â¢s patent and business processes. No other source has the combination of personnel, experience, and lack of conflict of interest that is necessary to complete this study. The USPTO is procuring a study from NAPA to examine: the progress the USPTO has made in achieving its Strategic Plan milestones; the challenges the USPTO faces in meeting these milestones; and the extent to which the organization structure and patent review process are appropriate to fulfill the strategic plan goals.
