The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Division intends to solicit on an other than full and open competition basis a requirement for professional, engineering and technical services in support of the U.S. Joint Forces Command (USJFCOM). Services are required during the period from 1 October 2005 through 31 March 2006. Services are required to accomplish tasks in areas that include, but are not limited to: strategic planning; special studies and assessments; logistics support; and operational, management, and command information program support. The requirement entails an estimated 23,500 man-hours of support. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Capstone Corp., Alexandria, VA for this requirement. Capstone Corp. is currently providing the required services to the USJFCOM under contract N00140-05-D-0005. A competitive follow-on procurement to contract N00140-05-D-0005 is being processed. The USJFCOM requires continued contractual coverage until the follow-on competitive contract can be awarded. Capstone Corp. is the only firm with the required personnel with the requisite expertise in place that can provide the required services until the follow-on contract can be awarded. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330 and the small business size standard is $23 million. Numbered notes 22 and 26 apply.
