The purpose of this notice is to provide formal public announcement of an OMB Circular A-76 competition. U.S. Citizenship and Immigration Services (USCIS) a component of the Department of Homeland Security (DHS), is conducting a multi-bureau Streamlined Competition in accordance with the Federal Activities Inventory Reform (FAIR) Act of 1998 and the Office of Management and Budget (OMB) Circular A-76, Performance of Commercial Activities, dated May 29, 2003 (as revised). The services involve language services including interpreter and translation services benefiting three DHS bureaus: USCIS, Customs and Border Protection (CBP), and Immigration and Customs Enforcement (ICE). The services are currently provided in the New York City area under the supervision of the USCIS NY District Office Language Support Section. The competition will include work currently performed by Language Specialists under the FAIR Act Activity Code D501-Customer Services. Government employees currently perform the work being opened to competition. The competition covers approximately 29 Full Time Equivalents (FTEs) represented by a combination of 147 full time and intermittent employees. The Competition Officials are as follows: Competitive Sourcing and Privatization Official (CSPO) is Thomas C. Paar; Contracting Officer is Ned R. Ross; Agency Tender Official is Kathy Baker; and the Human Resources Advisor is Sid Waldstreicher. The projected end date shall be not later than 135 days after publication of this announcement. This notice is not a request for proposals and in no way obligates the Government to award any contract.
