SUBJECT: Solicitation for services under a Personal Services Contract (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the U.S. Government. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate's qualifications and experience against criteria stated herein. This PSC position requires a TOP SECRET level security clearance, which must be maintained throughout the contract period, including option periods. The applicant's spouse or cohabitant may be subject to a background investigation. Denial of a TOP SECRET level security clearance will be grounds for removal from consideration for contract prior to award or termination of contract after award. Contract award will not be made until at a minimum an interim clearance is granted.
PURPOSE: The purpose of this personal service contract position is to serve as the Transnational Crime Affairs Program Manager under the supervision of the Deputy Chief of Mission, American Embassy Vientiane.

Major Duties:
A. STATEMENT OF DUTIES
BASIC FUNCTION OF POSITION
Supervises the daily activities of the TCA staff, and six LES. Manages, coordinates, and supervises TCA programs throughout Laos, including opium crop control, drug demandreduction, law enforcement capacity building, and regional anti-trafficking. As directed, coordinates TCA efforts with other U.S. agencies, the Government of Laos (GOL), UNODC, other
international organizations, non-governmental organizations, and
program beneficiaries. Represents the TCA in internal and external
meetings, ceremonies, and representational events as required.
Articulates and promotes U.S., Mission, INL, and TCA policies and
goals.
Financial Management and Oversight
Supervises financial operations including accounting, procurement
planning, and budget preparation. Monitors TCA financial activity
to assure that all automated accounts, including current operations
spreadsheets, Local Financial Management System (LFMS) records, and
Consolidated Overseas Accountability Support Toolbox (COAST) files
are current and accurate. Assures that regular financial reports
are sent to INL. Assures compliance with INL financial management
regulations and publications.
Host Nation Support
Advises host nation officials in the conduct of International
Narcotics Control and Law Enforcement (INCLE) funded programs
throughout Laos. Explains and assures compliance with U.S. laws and
regulations. Coordinates support for ILEA, OPDAT, and other
training activities, including Leahy Amendment vetting and clearance
through ACES. Supports the full array of INL programs as
appropriate. Inspects field activities throughout Laos.
Information Management
Oversees organization and maintenance of TCA office records and
automated databases, with special attention to historical
documentation and program files. Assures that record keeping,
retention, and retirement are in accordance with Department
regulations.
Project Audit and Evaluation
Audits project accounts focusing especially on operational support
funding provided to host-country agencies. Coordinates project
evaluations with Lao authorities and independent consultants.
Assures that implementation plans reflect specific project
objectives, methods of implementation, activity milestones, measures
of effectiveness, and budgetary requirements
Logistical Coordination
Acts as the logistical coordinator for the TCA to include
procurement, property management, vehicle maintenance, staff
training, communications support, and medical evacuation. Maintains
an automated database of program commodities provided to
host-country entities and is responsible for the annual End Use
Monitoring Report. Assures compliance with INL property management
regulations and publications.
Training Support
Manages ILEA, OPDAT, DARE, Daytop, and other INCLE funded training
programs for Laos. Assures that all training is conducted in full
compliance with the Leahy Amendment and Section 477 of the FAA.
Develops and maintains an automated database of all host-country
personnel receiving TCA-funded training, and compiles vetting
records.
Travel
Applicant will reside in Vientiane but may travel within Laos and
internationally as required.
B. QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed
below with specific and comprehensive information supporting each

1. Bachelor's degree.
2. Language: English level 5/5 (speaking/reading at native
proficiency) is required.
C. SELECTION PROCESS
When equally qualified, US Citizen Eligible Family Members (AEFMs)
will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.
Selection Criteria
1. Knowledge of DOS counter narcotics programs, policies, and
procedures.
2. Number of years experience in the supervision of alternative
development programs.
3. Number of years experience with law enforcement capacity
building programs in a least developed nation.
4. Number of years experience in drug demand reduction program
development.
5. Written, oral communication, and presentation skills.
6. Number of years experience in budget management or accounting
work.
Additional Selection Criteria
1. Management will consider nepotism/conflict of interest, budget,
and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible
to apply.
3. Currently employed US Citizen EFMs who hold a FMA appointment
are ineligible to apply for advertised positions within the first 90
calendar days of their employment.
4. Currently employed Non Ordinary Residents (NOR) hired under a
Personal Services Agreement (PSA) are ineligible to apply for
advertised positions within the first 90 calendar days of their
employment, unless currently hired into a position with a When
Actually Employed (WAE) work schedule.
5. The candidate must be able to obtain and hold a secret level
security clearance.
6. Lao language skills will be an advantage.
COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant??s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
