THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command Aircraft Division (NAVAIR AD) intends to modify Contract Number N00421-03-D-0066 with The Avraham Y. Goldratt Institute, A Limited Partnership (AGI), 442 Orange Street, New Haven CT 06511-6210 to provide additional training and implementation of Theory of Constraints (TOC)-based concepts across the Naval Aviation Enterprise. This is an in-scope modification to Contract Number N00421-03-D-0066. The type of efforts supported by this contract are requirements planning and execution, program management, development and maintenance of Enterprise AIRSpeed Business Concept of Operations (CONOPS), engineering the Enterprise, training, integration of TOC, Lean and Six Sigma concepts, and Automated Information System (AIS) planning and assessment. The North American Industrial Classification System (NAICS) code for this modification is 611430. The additional performance under N00421-03-D-0066 will be for a period of six (6) months commencing 25 June 2005. AGI is the only company that has specialized experience with the Enterprise AIRSpeed initiative, which is necessary to successfully perform the functions under this contract. Any other company would need time to familiarize itself with this initiative before it would be able to provide the necessary services during which time NAVAIR AD would suffer a lapse in service. While this notice of intent is not a request for competitive proposals, interested parties may identify their interests and technical capability and submit a proposal for consideration by NAVAIR AD.
