Previously, nonrecurring effort for AV-8B Engineering Change Proposal (ECP) 301, Litening II Targeting Pod, was delivered under Basic Ordering Agreement (BOA) N00019-00-G-0116, Order 0012. The Naval Air Systems Command now intends to issue a firm-fixed-price BOA Delivery Order with the McDonnell Douglas Corporation (MDC) to update Litening II maintenance manuals, Support Equipment source data, and provisioning data for integration of the system for Obsolescence Avoidance and Life Cycle Cost Reduction purposes. This action will be negotiated on a sole-source basis with MDC under the statutory authority of Title 10, U.S.C. Section 2304 (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 ?only one responsible source.? MDC is the sole designer, developer, and manufacturer of the AV-8B aircraft.
