The Department of Energy, Golden Field Office has a requirement from the United States Geological Survey Administration for Project Facilitation support for the National Wildlife Health Center in Madison, WI. The work funded by this RFQ is within the scope of the existing Project Facilitator IDIQ contracts which were awarded to multiple small business set-aside contractors, after full and open competition. This procurement is for a Task Order to be issued as a competitive award with the competition limited to the existing Project Facilitator IDIQs. The award will be on a time and materials basis as the uncertainties involved in performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed price method. The award will have a one (1) year, six (6) month base period with one (1) four (3) year, (6) month option period for a total of five (5) years. The Project Facilitator is in support of the DOE's Federal Energy Management Program (FEMP) and includes consultation and facilitation of energy savings projects. The duties include but are not limited to; acting as a liaison between the facility and the energy savings contractors, reviewing and analyzing energy data, and supporting the FEMP Contracting Office.
