The Bureau of Land Management (BLM) Taos Field Office (TFO), Taos, NM is seeking sources for Raptor Survey. The purpose of this requirement is a longitudinal study to conduct an inventory to locate new raptor nests and document raptor nesting activity during the nesting seasons of calendar years 2021-2026 on National Landscape Conservation System (NLCS) lands Rio Grande del Norte National Monument. The BLM is responsible for preparing and maintaining, on a continuing basis, a current inventory of the public land and its resources (FLPMA, 43 U.S.C. 1701 Sec. 201 (a)). This inventory information, along with monitoring data collected under a variety of programs, shall be used to evaluate the current status and trends of plants and animals and their habitats on BLM-administered lands, and to respond to U.S. Fish and Wildlife Service (USFWS) Federal Register Notices of species status review (e.g., 90-day, 12-month, 5-year, and annual candidate reviews). The BLM shall ensure that all actions undertaken comply with the Endangered Species Act (ESA) and the Migratory Bird Treaty Act (MBTA), their implementing regulations, and other directives associated with MBTA and ESA-listed and proposed species. In addition to searching the market for qualified vendors, the results of the sources sought will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. The Government requests that all companies, both Large and Small, submit their business size by North American Industry Classification System (NAICS) code. If your company is a Small Business, please specify if your company is or is not for each of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB); (b) HUBZone Small Business; (c) 8(a) Concern; (d) Woman-Owned Small Business; (e) Economically Disadvantaged Woman-Owned Small Business to the Contracting Officer Eleanor Tippeconnie (contact information listed below). It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than ten pages in length, single spaced, 12 point font minimum, and include one (1) Digital Copy demonstrating the contractor's ability to meet the BLM's specifications in Attachment 1 for the . This documentation must address, at a minimum, the following: 1. Company Name; Company Address; Company Business Size, and Point-of-Contact name, phone/fax number, and email address; 2. Company profile to include office location(s), DUNs number, and a statement regarding current small/large business status as discussed above; 3. Prior/current corporate experience in raptor surveys in the last three years, including contract number, organization supported indication of whether as a prime or subcontractor, contract values, point of contact with current telephone number, and a brief description of how the referenced contract relates to the BLM's minimum requirements described in Attachment 1 for raptor surveys. 4. The contractor shall possess a current and valid Rehabilitation Permit, issued by the New Mexico Department of Game and Fish. Included a copy of your current and valid New Mexico Department of Game and Fish rehabilitation permit. NOTE: Submitted capability packages shall not include any pricing information for the Raptor Surveys. If pricing information is included within the capability package it will not be reviewed or considered by the BLM. The BLM is considering utilization of a Firm Fixed Price with one base year contract with four option years. DISCLAIMER: "This sources sought is for informational purposes only.
