The Broadcasting Board of Governors (BBG) has a requirement for an independent, informed, timely and analytical evaluation of the overall program content of the Middle East Broadcast Network?s Alhurra Television program stream. The contractor will assess Alhurra TV news and current affairs broadcasts to determine whether these broadcasts conform with the standards and principles set forth in the U. S. International Broadcasting Act, and more specifically, with MBN?s Journalistic Code. The contractor's proposal shall state its technical approach and how it will interface with agency representatives in order to complete the requirement. Offerors are hereby notified that the basis for award will be best value with technical evaluation factors being more important than price. No telephone or e-mail requests for this Solicitation will be honored. All responsible sources may submit a proposal in response to the forthcoming Solicitation document referenced herein, and all proposals shall be considered by the Agency.
