The U.S. Trade and Development Agency (USTDA) intends to publish a request for proposals to negotiate a competitive contract for the preparation of a strategic plan for Iraqi Republic Railways (IRR). The strategic plan will include a development plan, a five-year business plan, a priority investment plan, and an environmental analysis and management plan USTDA anticipates award of a single contract, on a firm fixed price basis. The solicitation package will be available on or about June 18, 2004. The solicitation, all related documents and amendments, and all questions and answers, if any, will only be released and available electronically through the Electronic Posting System (EPS) at http://www.eps.gov under the EPS for vendors option followed by selection of the U. S. Trade and Development Agency. Potential vendors are responsible for accessing the website. No paper copies of the solicitation will be distributed. Accordingly, no written, telephonic, facsimile or email requests for the solicitation package will be honored, and no bidders lists will be maintained.
