8-JAN-2010 This Pre-Solicitation Notice is issued to advise industry that asolicitation (N65236-09-R-0036) will be forthcoming for services to provide thenecessary technical and engineering support for Command and Control (C2)systems required to sustain the United States Joint Forces Command(USJFCOM) in its mission to provide training to US and foreign joint forces.Thework performed under this contract is mainly for the reliability,maintainabilityand operability (availability) (RM&A) of the C2 systems, networks and supportequipment used in joint coalition training events. The work to be performedencompasses the integration, operation and maintenance of both hardwareand software. It also includes audio visual support that requires technicalexpertise with real world situations to provide conferencing among widelydispersed participants as well as provide training of both US and foreign jointforces for exercises controlled and operated by the USJFCOM. With the purposeto maintain and upgrade the C2 systems used for joint training, this contractincludes efforts that will provide support for various systems integration andtechnical and engineering support that includes software development anddatabase management, operational and technical support services, hardwareand software maintenance support services, integrated logistics support as wellas overall program management. An Indefinite Delivery, Indefinite Quantity,Cost-Plus-Fixed-Fee, Performance-Based contract. The planned contract isestimated at $29 Million, over an five year period (includes one base year andfour one-year options). This contract will be awarded as a single award. Thisprocurement is a new initiative and is not a follow-on to a previously existingdedicated contract. The NAICS is 541330, and the applicable size standard is$27.0M. Subject procurement is a 100% set-aside for Small Business, withaward to be made via competitive proposals to a single awardee. Theanticipated award date of the subject contract is scheduled for JUL 2010.
