The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, intends to solicit on an other than full and open competition basis a requirement for Special Technical Operations (STO) functions to include STO training, STO processes support, and cyber operations support services in support The Joint Staff (JS) Deputy Director for Global Operations (DDGO). The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with SRC, Inc., a large business. The resultant contract will be a twelve-month firm, fixed-priced contract. The required services do not meet the FAR definition of commercial item and as such, the government does not intend to use FAR Part 12. This is an interim action and the resultant contract will provide the requiring activity with the necessary services while the contracting office solicits and awards a contract or contracts through competitive procedures. The instant requirement represents a follow-on contract for the continued provision of highly specialized services. SRC, Inc. is currently providing the required services under order W91WAW-08-P-0101 and is the only known source that can reasonably be expected to continue to perform these services before the follow-on contract(s) is/are awarded, without incurring unacceptable delay, added cost, duplication of effort, and potentially jeopardizing the success of JS DDGO requirements. The solicitation will be made available electronically, upon its release, at www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. Interested persons may identify their interest and capability to respond to this requirement by 6 September 2012. This notice of intent is not a request for proposals. However, the Government will consider information received by 6 September 2012. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330 and the small business size standard is $14M. Issuance of a competitive solicitation for the continuation of these services beyond the contract resulting from the instant sole source acquisition is anticipated around 1 April 2013.
