This synopsis serves to give notice of the Government??s intent to negotiate and issue a sole source order in accordance with Federal Acquisition Regulations (FAR) 6.302-1 entitled ??Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?? for a one-year basic period and one (1) unilateral one-year option period.

The Government intends to award a sole source contract to SNL Financial, P.O. Box 2124, Charlottesville, VA 22902, the incumbent contractor. SNL Kagan, a division of SNL Financial, has been providing the critical, highly specialized services provided above to the FCC in the form of data books and monthly newsletters for approximately 30 years.
The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quote. Written response to this synopsis should be received within 5 days of this announcement, and should include sufficient documentation to establish capability to fulfill the requirement. Written response will be used to determine if this acquisition will be made competitive. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. See Note 22.
