This is a pre-solicitation notice for non-personal services to perform Russian Linguist services for the Regional Cooperation, RESCUER/MEDCEUR and EAGLE RESOLVE Exercise Planning and Coordination Linguists located at United States Central Command (USCENTCOM), MacDill Air Force Base, Tampa, Florida. Description of Services: The offeror will provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to assist in exercise coordination, translation of exercise documents between English and Russian, coordinate translation of exercise documents between English and Russian by other translators, providing translation services during exercise planning meetings, and assisting logistic planners by providing translation support during Pre-Deployment Site Surveys. The offeror shall also provide one full time person to provide non-personal services as defined in the Statement of Work (SOW). This effort is in support of the Exercise Division, Operations Directorate, United States Central Command MacDill AFB, Florida. The offeror is encouraged and expected to use innovative approaches to efficiently and effectively accomplish SOW requirements in a timely manner, at a reasonable cost, and in a way that fosters pride and ownership in the work performed. This acquisition will be accomplished in accordance with the Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Items. The Government intends to solicit this acquisition as a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) in accordance with the Small Business Competiveness Demonstration Program. 52.232-18 Availability of Funds applies to this acquisition. The NAICS code is 541930 with a size standard of $6,000,000.00 annually. All notices and any/all amendments will be posted and available for viewing on the following Federal Business Opportunities (FedBizOpps) web site, www.fedbizopps.gov. Potential offerors are responsible for monitoring the site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the documents.
