The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a sole source basis with Texas Engineering Extension Service (TEEX) under the authority of FAR 6.302 for the procurement for recertification training. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. This annual recertification training includes HAZMAT Level A personal protective equipment (PPE) familiarization, donning and doffing procedures and decontamination exercises. Additionally courses include, but not limited to, Powered Industrial Truck (Bobcat) certification to satisfy OSHA requirement 1910.178. This includes classroom lecture as well as practical/hands on exercises. Also required during this training is a block of instruction on Fall Protection to satisfy OSHA Regulation 1926.503(a)(1). Finally there will be a Self Contained Breathing Apparatus (SCBA) fit testing, as required by OSHA Regulation 1910.134(f) will be administered by personnel from the ATF Safety Programs Branch. The classes are as followed (A.) OSHA HAZMAT certifications in accordance with OSHA Regulations 1910.120(e)(8) and 1910.120(q)(8)(i). (B.) OSHA Powered Industrial Truck (i.e. Bobcat) certification to in accordance with OSHA regulation 1910.178. (C.) Fall Protection instruction and certification to satisfy OSHA Regulation 1926.503(a)(1). (D.) Self Contained Breathing Apparatus (SCBA) fit testing, as required by OSHA Regulation 1910.134(f) (E.) Practical exercises will be conducted in a mock community featuring full scale, collapsible structures designed to simulate the various levels of structural wreckage encountered by the NRT while investigating post fire/explosives crime scenes. The primary focus of this years recertification being the acquisition and maintenance of OSHA required certification TEEX has the resources to provide such training in a centralized location with OSHA certified instructors and is capable of satisfying all the NRTs needs and requirements. The National Response Team re-certification must include all the above courses and certifications. Award will be based on meeting the specifications listed and it will be on an All or None basis. The NAICS code is 611310. Awardee must be registered in the Department of Defenses (DOD) Central Contractor Registration database (CCR) for electronic Funds Transfer (EFT).
