NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to solicit, on behalf of Chief of Naval Air Training (CNATRA) Professional and Management Support Services in support of the Naval Aviation Production Process Sustainment (NAPPS). These services will cover management of the aviation officer and enlisted aircrew training processes from initial accession through Fleet Replacement Squadrons (FRS) completion using Business Process Improvement (BPI) tools, concepts, and methodologies. This initiative will focus on other processes within the Naval Aviation Enterprise (NAE) and represents a transition of the historical NAPP support to a longer term sustainment effort. It is anticipated the Navy will solicit a single award Cost-Plus-Fixed-Fee (CPFF) – with Firm Fixed-Priced (FFP) provisions - type, Indefinite Delivery – Indefinite Quantity (IDIQ) contract. The anticipated performance period is 01 November 2014 through 31 October 2015 (and will contain four, one-year option periods). Interested vendors will be required to submit a cost proposal and other than cost (technical) proposal. The evaluation for contract award will consider the other than cost proposal to be more important than cost proposal. The North American Industry Classification System (NAICS) Code is 541611 with a size standard of $14M. The solicitation shall be issued on an unrestricted basis and is open to all business concerns. This procurement is being conducted as a non-commercial item, using FAR Part 15 – Contracting by Negotiation. It is anticipated that the solicitation for this requirement will be posted in early May 2014. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. Oral communications are not acceptable in response to this notice. The Government will neither award a contract nor pay for information in response to this notice. Additional information for this requirement will be listed in the solicitation upon its release, which is anticipated to be around early May 2014 to the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil).
