This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service, Triburon Laboratory located in Santa Cruz, CA intends to acquire services to assist in the research of Physiological Ecology of California Salmon. The period of performance is through December 2008. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. The known source is The Regents of the University of California, Santa Cruz, CA. The Regents of the University of California is the only vendor capable of assisting in this research project. The staff has built and maintained weirs and traps; developed collection and sampling protocols; charts for daily environmental factors; and, tagged and released salmon and steelhead in the Central Valley and coast. The project goals are 1) seasonal abundance, distribution and movement patterns; 2) association with habitat, hydrologic, and oceanographic features; 3) age and growth; 4) energy status; 5) physiological condition and metabolic rates; 6) stock origin (natural/hatchery, natal stream); 7) trophic relationships; 8) associated fish communities; and 9) relationship to environmental conditions.
