The mission of the ARL Sensors and Electron Devices Directorate (SEDD) is to research, develop, and operate sensors and electron devices to ensure U.S. military superiority and to provide the U.S. Army with effective intelligence and information tools, guaranteeing our soldiers' the information dominance needed on today's battlefield. Currently, there are many existing Persistent Surveillance (PS) platforms and data collection efforts and programs that are in the test and deployment stage. Each of them has exhibited various levels of capability and particular expertise in certain environments or modes of operation. As new technological problems are identified, an effort is needed to identify what capabilities currently exist, what lessons have been learned, and the development of a methodology to solve these technological problems.

The objective of this effort is to establish Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle(s) under which Task Orders (TO) may be issued to provide the requisite operational, program management, technical, engineering, integration, and program/product support services, for the duration of five (5) years. The services to be provided by the Contractor encompass a wide variety of technology support to include design, fabrication, demonstration, and implementation of Analytic Software. The services to be provided by the Contractor(s) encompass the integration of large sets of data and the redeployment of new and existing sensors in an effort to create an ecosystem which allows the effective and efficient gathering and use of information. These technologies form a holistic approach to locating terrorist networks and insurgent activities through Persistent Surveillance (PS), Open Source Intelligence, identification and localization of Weapons of Mass Destruction (WMD) systems, and Improvised Explosive Devices (IED). Technologies include sensors, cloud computing, multi-source data fusion, munitions detection systems, signal processing tools and concepts, Processing, Exploitation, and Dissemination (PED) tool automation capabilities, and Counter-IED (CIED) technologies and systems in asymmetric, counter-terrorism, and counter-insurgency warfare scenarios. These technologies will convert sensor and intelligence data to actionable intelligence and enable the local commander to make informed real-time decisions based on all available intelligence.
