B. Description of Effort:

The mission of the ARL SEDD is to research, develop, and operate sensors, and electron devices to ensure U.S. military superiority and to provide the U.S Army with effective intelligence and information tools, guaranteeing our soldiers' the information dominance needed on today's battlefield. Currently, there are many existing Persistent Surveillance (PS) platforms and data collection efforts and programs that are in the test and deployment stage. Each of them has exhibited various levels of capability and particular expertise in certain environments or modes of operation. As new technological problems are identified, an effort is needed to identify what capabilities currently exist, what lessons have been learned, and the development of a methodology to solve these technological problems.

This effort is to provide the requisite operational, program management, technical, engineering, integration, and program/product support services for the duration of five (5) years. The services to be provided by the contractor encompass a wide variety of technology support to include analysis, studies, development, design, and demonstration of innovative Intelligence Surveillance and Reconnaissance (ISR) concepts and technologies to meet future asymmetric, counter-terrorism, and counter-insurgency warfare scenarios. Technologies include sensors, multi-source data fusion, munitions detection systems, signal processing tools and concepts, Processing, Exploitation, and Dissemination (PED) tool automation capabilities, and Counter Improvise Explosive Devices (CIED) technologies and systems. These technologies will convert sensor data and intelligence data to actionable intelligence and enable the local commander to make informed real-time decisions based on all available information.

C. Approach:

The intent of this Pre-Solicitation Synopsis is to allow interested offerors' to have their clearances verified in order to have an opportunity to receive a copy of the formal solicitation. This period will also be used to develop an quote mark Interested Parties List quote mark to be used in the development of this acquisition.

Security Clearance Eligibility - This notification provides an opportunity for all potential offers to submit their current clearance information for verification. Those offerors who can confirm their eligibility of meeting the security requirements of this effort will be allowed to participate in the formal solicitation process. The closing date for clearances to be submitted to participate in the formal solicitation will be 18 May 2014 at 11:59 pm.

Offerors must have a valid U.S. facility clearance of Top Secret, and have technical personnel with Top Secret/Special Compartmented Information (SCI) Clearance in order to have access to details under this formal solicitation process. In order for this information to be verified, the offeror must provide the company name and address, contact information for their Facility Security Officer and CAGE code for their Top Secret Facility Clearance as well as the name, social security number and email address of one (1) of their Top Secret/Special Compartmented Information (SCI) cleared technical personnel and provide the information to Adrian Barber, Contract Specialist at [email protected]. The offeror is encouraged to provide this information in an encrypted zip file using a 256-bit AES encryption (ex. Winzip) using the website https://safe.arl.army.mil. No phone calls will be accepted.

Contractors will be notified via email once their security clearances have been verified. A secret storage capability will also be required in order to perform under this potential contract.
