This modification accomplishes the following actions: Provides a draft Organizational Conflict of Interest (OCI) clause for comment (separate attachment). Replies to the following questions received to date: 1. Is there an incumbent contractor? Reply: No. 2. Is this procurement planned to be a single contract with one company or will multiple contracts be awarded? Reply: Whether or not the government will make a single or multiple award will be determined, in part, based upon the responses received to the sources sought synopsis among other considerations. 3. Capability Statement Response: Please distinguish between information sought from offerors under 1a (organization's experience relative to the scope of work) and 1b (breadth and scope of technical expertise and experience relative to the scope of work). Both seem to relate to an offeror's relevant contract and project experience. Is 1a aimed at the contract level and 1b more at the project level? Reply: Response to 1a should explain actual experiences related to the draft SOW, while responses to 1b should focus on detailed descriptions of available technical expertise relative to the specific 12 primary tasks. 4. Would an 11 inch by 18 inch fold out be counted as one or two pages? Reply: Fold outs will be counted as 2 pages. Additionally, doubled-sided pages will be counted as 2 pages.
