The Morale, Welfare, and Recreation (MWR) Department at the Patuxent River Naval Air Station has a requirement to contract for certified officials, timekeepers, and scorekeepers for on-base softball, volleyball, flag football, and basketball games. The officials, timekeepers, and scorekeepers must be U.S. citizens and must be able to obtain ID passes to come on the Naval Air Station. A current certification from the governing body for each of the applicable sports is required. Officials, timekeepers, and scorekeepers shall be currently certified in cardiopulmonary resuscitation (CPR) procedures and basic first aid through the American Red Cross or equivalent. Officials, timekeepers, and scorekeepers shall follow local and national rules and shall wear the proper uniform for the sport they are officiating. The contractor shall provide supplies required by the officials, timekeepers, and scorekeepers in the performance of the services specified. Examples of items required include whistles, stopwatches, uniforms, shin guards, masks, and protective pads. The proposed contract will include a base year and four option years, and is expected to run from 1 October 2002 through 30 September 2007. The services will be performed on-site at the Patuxent River Naval Air Station recreation facilities. The estimated level of effort is a total of 5,325 games, inclusive of option years. The anticipated type of contract is a fixed-price, delivery order type contract. This requirement is being procured on a full and open competitive basis. The North American Industry Classification System (NAICS) code is 711211, Sports Teams and Clubs. The Navy intends to release a Request for Proposal (RFP) via the Internet within 60 days.
