In accordance with Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Environmental Protection Agency (EPA), The U.S. Environmental Protection Agency, Office of Research and Development, Center for Environmental Measurement located in Research Triangle Park, NC intends to award a firm fixed price purchase order on a sole source basis to Dr. Lupita Montoya of University of Colorado ¿ Boulder for oversight and coordination of radon evaluation and mitigation in Puerto Rico Communities. Dr. Montoya will provide community engagement and interaction, training, scientific guidance and oversight of deployment of Radon monitors throughout Puerto Rican communities for a period of one year (12 months) with one additional option year. Dr. Montoya has developed a new initiative on indoor air quality and community integration in ethnic communities. This initiative, the only one of its kind, was developed to fill a gap in community engagement and environmental and health sampling and interventions, where ethnic communities are traditionally left out of the research and decisions that directly affect their environment and their health. This is due to lack of communication, lack of training and a general researcher mistrust due to cultural differences and misinformation. Dr. Montoya has developed a comprehensive program to overcome these issues and engage communities that are typically under-represented. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. The North American Industrial Classification System (NAICS) code for this effort is 541990, All Other Professional, Scientific, and Technical Services. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy EPA¿s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting EPA¿s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 11:59 PM CT on October 8, 2020.
