THIS IS A NOTICE OF INTENT In accordance with Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Environmental Protection Agency (EPA), The U.S. Environmental Protection Agency, Office of Research and Development, Center for Public Health and Environmental Assessment located in Research Triangle Park, NC intends to award a firm fixed price purchase order on a sole source basis to Clarkson University to complete a rapid analysis of the potential for airborne transport of coronavirus in workplace air, focusing on the open office/cubicle environments in which many EPA employees work. Clarkson researchers have highly specialized knowledge and experience to rapidly develop the specific estimates of viral transport patterns in the workplace as required by EPA. Three Clarkson scientists will contribute to this project. The identified researchers at Clarkson University are uniquely positioned to rapidly and successfully perform this work due to fortuitous circumstances: (1) They have already developed internationally recognized expertise in the highly specialized set of technical capabilities needed for the project, (2) have immediate availability of specialized staff to perform this work and (3) are already engaged in closely related work for the National Science Foundation upon which this project can build facilitating its rapid success. The urgency of this project to EPA support decision making in the current health crisis and the unique position of the Clarkson University researchers to rapidly, efficiently, and successfully perform this work support a sole source award of this contract. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. The North American Industrial Classification System (NAICS) code for this effort is 541990, All Other Professional, Scientific, and Technical Services. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy EPA¿s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting EPA¿s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 11:59 PM ET on October 9, 2020.
