The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award to The Trustees of the University of Pennsylvania, 3451 Walnut Street, Philadelphia, PA 19104 for laboratory services to help meet its objectives to establish wildlife health baselines, identify existing and emerging wildlife health and disease risks, ensure disease preparedness and prevention through staff training, and develop, guide, and implement appropriate and effective management actions. The proposed activity is a continuation of the efforts to meet the objectives established by the National Wildlife Refuge System Inventory and Monitoring Program and the Wildlife Health Office. The US Fish and Wildlife Service (FWS) established the Wildlife Health Office to conduct work in wildlife health and disease surveillance, response, and management. This work supports the wildlife conservation, surveillance, and management goals of the FWS by encompassing disease and health issues. The Northeast Wildlife Disease Cooperative is the only laboratory network of its kind located in the Northeastern United States, and its program is not duplicated by any existing State or Federal Laboratory or Agency. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
