SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for the procurement of Enterprise Command and Control Engineering, Architecture and Integration (EC2A) services to provide program, engineering, technical, analytical, concept development and exploration support for the Department of Defense (DoD), Department of the Navy (DoN), Foreign Military Sales (FMS), Department of Justifice (DoJ), Homeland Security (HLS), and other inter-agency programs. The advanced technology services to be performed cover a number of current and future systems/architectures for a variety of different sponsors. In order to provide enterprise architecture design, development and implementation for its customers, given the array of possible systems/archictures to be served, the types of services to be procured reflect a broad range of engineering disciplines. In order to maximize efficiency, the procurement calls for acquiring the necessary services through the efforts of a single commercial concern acting in the capacity of an integrator. The primary places of performance for work under this contract are SPAWARSYSCEN Charleston, the greater Washington DC area, DoD Network and Information Integration (NII), DoD Command Centers worldwide, state and local Command Centers across the US, and naval ships and installations worldwide. This requirement will be fulfilled via a 100% small business set-aside, and the Government anticipates award of an Indefinite Delivery, Indefinite Quantity, Cost-Plus-Incentive Fee, Cost-Plus-Fixed Fee, Firm-Fixed Price, Performance Based type contract.
