FISC Norfolk Detachment Philadelphia intends to solicit on a small business set aside basis for medical transcription services in support of the Radiation Department at the National Naval Medical Center, Bethesda, MD. Subject acquisition will be processed as a Commercial Items requirement Per FAR Part 12, using simplified acquisition procedures as outlined in FAR Part 13.5. Transcription services will be performed on site and off site. Dictation will be supplied to the vendor through two on site hard wired transcription stations and off site networking utilizing a Lanier Voice Writer Dictation System. The estimated annual volume for the Radiation Department is estimated to be approximately 1.7 millions lines per year, with each line consisting of 70 characters. The turnaround times for transcribed reports will range from 2 to 24 hours after dictation. Transcribers must have a broad knowledge of specialized vocabulary in medicine and surgery, and be able to adapt to variation in accent, speech, tone, voice, volume, delivery, pronunciation, and enunciation. The NAICS code is 561410. It is anticipated that a firm fixed price service contract will be the result of this acquisition effort. The period of performance under subject requirement will consist of a nine month base period starting 1 Jan 04 through 30 September with four one year option periods.
