Will be onsite every Wednesday, unless prior arrangements are made (at least24 hours in advance), 8:00 a.m. - 5:00 p.m., (eight [8] hours of work, one (1) hour lunch break). Available up to 600 hours of flexible hours per fiscal year from Monday through Saturday to the maximum extent possible, additional ASL Interpreter Services will be scheduled with the contractor with at least 24-hours of advance notice. Any ASL services that are scheduled, but cancelled with less than 48 hours notice, will be paid at the regular rate. May include times before 8:00 a.m. and after 5:00 p.m. Office space will be provided, as needed, in the EEO Division office spaces. Location: Majority of services will be performed at the Federal Law Enforcement Training Center (FLETC), Glynco Brunswick), Georgia site and will include any FLETC-sponsored meeting or training in the Brunswick area. (Contractor) may be required to provide interpreter services at other FLETC sites, i.e., Artesia, NM, Charleston, SC and Cheltenham, MD. If travel is required, cost of transportation and lodging / food will be reimbursable at standard Federal Government per diem rates. To the extent possible, will conduct weekly two two-hour basic training classes on sign language and issues dealing with the hearing-impaired. Will be available 30 minutes before and 30 minutes after each class for questions. The classes may, at the discretion of the FLETC, be suspended during July and August. The EEO Division is responsible for logistical issues related to the training classes (e.g., advertising, SF-182s, etc.) used to conduct the training classes are included in the 600 hours of "flexible" hours specified above. The specific time and day of the training classes will be identified and communicated by the FLETC EEO Officer within 30 days of the date the contract is awarded. Additional training classes may be scheduled / conducted upon the agreement of the ASL Interpreter and the FLETC EEO Officer. Major Duties: As the FLETC ASL Interpreter, the primary role is to serve as an interpreter for FLETC employees with hearing impairments. Duties will include: Interpreting for employees in a variety of settings (i.e., interviews, career counseling, performance evaluations, discussions with supervisors / staff, technical / non-technical on-the-job training, health / safety briefings, formal / informal staff meetings, conferences, ceremonies, etc.). May also provide information to supervisors and managers regarding hearing impairments (i.e., hearing-impaired and/or deaf culture, identify barriers and resolve communication issues / problems which will assist the FLETC in evaluating the effectiveness of training programs for people with disabilities, conducting basic training classes on sign language and issues dealing with individuals with hearing impairments, and serves as the ASL Interpreter for public events sponsored by the FLETC. Qualification Requirements: Any Interpreter provided by the contractor must be "qualified". Someone is a qualified sign language interpreter if he or she can interpret competently, accurately, and impartially, both receptively and expressively, using any specialized terminology necessary for effective communication in the employment setting using American Sign Language, manually coded English, exact English and Pidgin-Signed English. The interpreter must have at least one year experience, comparable in difficulty and responsibility which involved: translating and interpreting the use of English and American Sign Language, or other work requiring the use English and American Sign Language. Additionally, the interpreter must have at least one year of experience, comparable in difficulty and responsibility which involved training program development, evaluation, or instruction in a program of training when the paramount requirement of the work is a combination of practical knowledge of the methods and techniques of instruction and practical knowledge of the subject matter being taught. Examples of work that may have provided the required abilities include translator, interpreter, professor, teacher or instructor work at the high school or college level. The registry of interpreters for the deaf code of ethics is applicable to any interpreter provided by the contractor to FLETC. Documentation showing qualifications must be provided prior to employee performing duties on this order. PERIOD OF PERFORMANCE: 10/01/03-09/30/04.
