Under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements," the Department of the Interior/National Business Center intends on awarding a sole source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to Grazingland Management Systems, Inc. (GMS) for a minimum amount of $150,000 and a maximum amount of $5 Million for "Rainfall Index and Vegetation Index Plans of Insurance Development" on behalf of the Department of Agriculture (USDA), Risk Management Agency (RMA), Office of Product Management. GMS researched and developed, as a result of a competitive procurement, the Rainfall Index and Vegetation Index plans of insurance. Orders under the sole source ID/IQ will be for the following tasks: expansion of the current Pasture, Rangeland, Forage Rainfall Index and Pasture, Rangeland, Forage Vegetation Index crop insurance programs; modification of the Pasture, Rangeland, and Forage programs into separate "umbrella" policies with crop provisions that cover various other plants or commodities; development of additional crop programs under the Rainfall or Vegetation Index; and, pilot program maintenance.
