The Television-Audio Support Activity proposes to establish a three (3) year services contract, consisting of a base year with two option years for the following services: Implementation and Operation of a Database Management System to manage the American Forces Radio-Television Service (AFRTS) Scientific Atlanta PowerVu Plus Systems located at the AFRTS Broadcast Center, March ARB, and Sacramento, California; and two locations in Europe; and all PowerVu decoders associated with the system. System management shall include the authorization and deauthorization of the PowerVu decoders and maintenance of decoder databases residing in the PowerVu Plus encryption systems located at March ARB and in Europe. The Government anticipates negotiating and entering into a contract on a sole source basis with Scientific Atlanta, 4386 Pleasandale Road, Norcross, Georgia, 30340, under the authority of FAR 6.302-1, only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements.
