SYNOPSIS

The US Army Corps of Engineers, Sacramento District intends (USACE) to negotiate and award a Firm Fixed Priced follow-on sole source contract to Resource Management Associates to provide HEC with identified bug fixes in the HEC-FIA software program. This includes bug fixes and modifications to the all aspects of the FIA software. Programmer support for FIA is necessary during the in-house testing period as well as during its production release period to troubleshoot possible package integration issues, fix bugs, and address other issues such as installation support.
The associated North American Industry Classification System (NAICS) Code 541511 - Applications software programming services, custom computer, which has a size standard of Size Standard: $25,500,000.00 in annual receipts is applicable. The contract type will be a firm fixed price, performance-based contract, The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1).
This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00 pm EST, June 17, 2014, that provides sufficient details for consideration by the Government, via email to: [email protected]. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government.
