This publication serves as a notice of intent to procure services, on a sole source basis, from the State of Hawaii Department of Land and Natural Resources, to co-manage the sanctuary and to provide public outreach services for the Hawaiian Islands Humpback Whale National Marine Sanctuary. Services include marine enforcement, implementation of the management plan, create interpretive displays, promotion of whale education in statewide curriculum, perform humpback whale rescues and emergencies, and development and implementation of water quality parameters. The Government intends to negotiate solely with the State of Hawaii, because they have responsibility for all state waters in the Sanctuary including aquatic and marine resources and: (1) are the only entity with authority for marine enforcement within state waters; (2) have permit authority for state parks; (3) the State Dept. of Education can facilitate curriculum development, testing, and implementation of statewide trials; and (4) has jurisdiction over water quality in state waters, which make up 80% of the Sanctuary. Interested concerns who believe they can competitively and effectively provide these services must send their qualifying statement demonstrating their capability to perform the required services and demonstrating that they have authorization from the State to perform the services on behalf of the State. Responses must be sent to the above address not later than April 14, 2005. The period of performance is anticipated to be one base year, with four one-year option periods. This notice may represent the only official notice of such solicitation. See Note 22.
