This is an intended sole source announcement. Space and Naval Warfare Center Atlantic (SPAWAR Atlantic), Code 2213, intends to award a firm fixed price purchase order to Engility LLC to perform equipment troubleshooting, repairs and perform technical analyses on failed FSBS Broadcast Keying System Submarine Message Gateway (BKS SMG) equipment. The equipment consists of all Submarine Message Gateway (SMG) computers, Very Low Frequency Broadcast Builder (VBB) computers, Submarine Broadcast Processor (SBP)/Proxy Computers, Message Data Terminal (MDT) computers, all modems, timing systems, Submarine LF-VLF VME-Bus receivers (SLVR), AN/URT-30 transmitters, MD-1310 modulators, and NISBS formatters. This announcement is in accordance with the attached Performance Work Statement under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This synopsis is posted for informational purposes only and is not a request for competitive offers. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. No electronic or hard copy Request for Quote (RFQ) will be prepared or made available for distribution. However, the government will accept quotes from all responsible small business sources with the capability to provide the service outlined in the PWS and will award a contract resulting from this synopsis to the responsible vendor whose offer conforms to the solicitation and is considered to be most advantageous to the Government via email at: [email protected] and are due by 9:00 a.m. Eastern Standard Time, 7 August 2017. The applicable NAICS code for this effort is 541330 with a size standard of $38.5M. All interested small business companies must be registered with e-Commerce as their will be no separate solicitation/PWS issued other than this posting. All interested small business companies must be current with their registration in System for Award Management (SAM) and Wide Area Workflow (WAWF) at time of quote submission and provide their current cage code on the quote. All interested small business companies must be in full compliance and provide all information requested/required outlined in the attached PWS. All correspondence shall be done in writing via email.
